The looseleaf service was first published after enactment of the Local Government Act 2002. Coverage was later extended to include most of the material that was in the now discontinued McVeagh’s Local Government Law in New Zealand (first published in 1976).

Volumes 1, 2 and 2A of the five-volume looseleaf cover the key Acts and Regulations that govern the powers and duties of local authorities, including the Local Government Act 2002, Local Government Act 1974 (provisions still in force), Local Government (Auckland Council) Act 2009, Local Electoral Act 2001, Local Authorities (Members' Interests) Act 1968, Local Government Official Information and Meetings Act 1987, Local Government (Rating) Act 2002 and the Bylaws Act 1910.

Volumes 3 and 4 of the looseleaf cover other useful legislation, including that pertaining to dog control, civil defence, public health, public works, smoke-free environments and more.
